Summary
Abstract: The Puget Sound Water Quality Authority (PSWQA) is responsible for
developing, adopting and overseeing the implementation of a water
quality management plan for Puget Sound. The Department of Ecology,
which adopts some of PSWQA's ideas, began investigative work in 1987
to monitor Columbia River dischargers to ensure they are consistent
