Abstract: The Chesapeake Bay Program is a voluntary partnership among the
states of Maryland, Virginia, and Pennsylvania; the District of
Columbia; the Chesapeake Bay Commission, a tri-state legislative body;
the U.S. Environmental Protection Agency, representing the federal
