Abstract: The Wells National Estuarine Research Reserve (NERR) digital boundary
was created as part of the Protected Areas Geographic Information System
(PAGIS) project. An updated digital version of Wells's boundary was critical to
the PAGIS project. The digital boundary was delineated from management and
research areas within the Reserve. It was not based on legal definitions.
Purpose: The PAGIS project provided each NERR with a fully integrated
geographic information system (GIS), encompassing spatial data and Internet
capabilities. One of the essential GIS data layers being compiled for each
Reserve was a digital boundary. The Reserve boundary was delineated based on
management and research areas and is not meant to be a legal description of the
SUPPLEMENTAL ... INFORMATION: This boundary is not to be taken as a legal
definition of the NERR boundary. It was created based on management and
research areas of the Reserve.

Quality ATTRIBUTE ACCURACY REPORT: The original attributes provided with the original
digital file could not be tested for accuracy, but are believed to be accurate.
All attributes created during the editing process were verified by displaying
the lines in both the database and the spatial coverage.
LOGICAL CONSISTENCY REPORT: These data are believed to be logically ... consistent,
though no tests were performed. Polygon geometry is topologically clean.
COMPLETENESS REPORT: The boundary of the Reserve is dependent on the shoreline
and/or edges of rivers and bays as delineated on a USGS 7.5 minute Topographic
Map. The edges or borders of the boundary might change as the natural land
changes or better maps and aerial photography become available. The boundary
was not based on legal parcels or definitions; therefore, the core boundary is
a management/research boundary not a legal boundary.
HORIZONTAL POSITIONAL ACCURACY REPORT: These data were created by delineating
the boundaries off USGS 7.5 minute Topographic Maps at 1:24000 scale.
Therefore, the horizontal accuracy is assumed to be within National Map
Accuracy Standards, with a horizontal accuracy of 45.6 feet at the 95%
VERTICAL POSITIONAL ACCURACY REPORT: These data were delineated off USGS 7.5
minute Topographic Maps at 1:24000 scale. Therefore, the vertical accuracy is
assumed to be within National Map Accuracy Standards, with a vertical accuracy
of 11.9 feet at the 95% confidence level.
PROCESS DESCRIPTION: The upper boundary, from the US Fish and Wildlife Service,
was imported into ARC/INFO as a coverage from an ARC/INFO export file. The
lower boundary was imported into ARC/INFO from an ARCVIEW shapefile. The
coverages were appended together to form one boundary file. The coverage was
then edited to delete extra parts of the boundary file located in the northern
part of the file. The Wells National Estuarine Research Reserve (NERR) provided
comments as to how to edit the file down to just the Wells Reserve. The
corrections were made by on-screen digitizing with a USGS topographic map as
the backdrop. Once the corrections were done, the new boundary was printed on a
USGS topographic map and sent to the Reserve for verification. The Reserve had
additional changes that were sent back to the Coastal Services Center and
incorporated into the boundary coverage. Each arc of the boundary file was
coded to reflect the change made and the source and confidence of that change.
The polygon coverage was attributed and then projected to the final projection
used by the individual Reserve. PROCESS DATE: 19980909
