Summary
Abstract:
The Environmental Working Group (EWG) was established in June 1995 under the framework of the U.S.-Russian Joint Commission on Economic and Technological Cooperation. In January 1996, the EWG Arctic Climatology Group took on the task of compiling digital data on arctic regions to expand scientific understanding of the Arctic. This work resulted in a set of three atlases on CD-ROM for arctic ... oceanography, sea ice, and meteorology. The Arctic Meteorology and Climate Atlas was developed by specialists from the Arctic and Antarctic Research Institute (AARI), St. Petersburg, Russia, the University of Washington, Seattle, and the National Snow and Ice Data Center, University of Colorado, Boulder. The Atlas contains three main sections: a history section, a 'Primer,' and a data section. The history section and Primer provide background and introductory information for newcomers to arctic meteorology, while the data section contains gridded fields of meteorological parameters, and newly released meteorological station data from Russian and other sources. In addition, the Atlas includes several English translations of Russian technical documents, and a glossary of meteorological terms in English and Russian. Users can order the CD-ROM free of charge from NSIDC User Services Office. NSIDC also distributes the EWG Joint U.S.-Russian Atlas of the Arctic Ocean (Winter and Summer periods on two CD-ROMs), and the EWG Joint U.S.-Russian Arctic Sea Ice Atlas free of charge. LOGICAL CONSISTENCY REPORT: Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or ... lower-resolution datasets were deleted prior to building the DEM.
COMPLETENESS REPORT: NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building the DEM.
HORIZONTAL POSITIONAL ACCURACY REPORT: The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon the accuracy of the input datasets used to determine corresponding cell values. Topography, only one dataset was used: USGS NED DEM: 50 to 75 meters. DEM cell-value relative-contribution factors: NED: 10. Bathymetry: a few tens of meters in shallow-water to several hundreds of meters in deep-water. Positional accuracy of input bathymetric datasets limits accuracy of corresponding cell values in DEM. Recent NOS hydrogarphic data: about 1 meter. Early 20th-century NOS hydrographic soundings are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: tens to several hundreds of meters. NGDC multibeam sonar: about 10 meters. USACE harbor survey data: 10 meters. ENC sounding data are limited by sparseness of deep-water soundings: hundreds of meters to a few kilometers. Where present, recent NOS hydrographic survey data and NGDC multibeam supplant early 20th-centruy NOS hydrographic sounding data values in the DEM. DEM cell-value relative-contribution factors: NOS hydrographic soundings: 10, NGDC Multibeam: 10, USACE harbor suvery: 10, ENC soundings: 10, NGDC digitized features: 10.

Vertical accuracy of input bathymetric datasets limits accuracy of corresponding cells in DEM. GPS-navigated NOS, and USACE surveys (primarily in dredged shipping channels): about 0.3 meters in 0 to 20 meters of water, about 1 meter in 20 to 100 meters of water, and 1% of the water depth in 100 meters of water. Early 20th-century NOS hydrographic soundings are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: several tens of meters. NGDC multibeam sonar: about 0.1 meter. ENC soundings are limited by sparseness of deep-water soundings: tens of meters to 5% of water depth. Where present, recent NOS hydrographic data, USACE data, and NGDC multibeam data supersede early 20th-centruy NOS hydrographic sounding data values in DEM. DEM cell relative-contribution factors: NOS hydrographic soundings: 10, ENC soundings: 10, USACE harbor soundings:10 NGDC multibeam: 10, NGDC digitized soundings: 10. Gridding interpolation to determine cell values between sparse NOS hydrographic soundings in deep water degrades the vertical accuracy of deep-water elevations.
LINEAGE/PROCESS STEP:
PROCESS DESCRIPTION: All datasets obtained by NGDC were converted to common horizontal and vertical datums of NAD 83/WGS 84 geographic and Mean High Water, respectively, using FME or ArcGIS. They were also converted to common file format, ESRI point shapefiles or digital rasters, for visualization and inspection.

PROCESS DESCRIPTION: Datasets were visually inspected with ArcGIS and QT Modeler for identification and editing of data anomalies. Datasets were then compared with overlapping datasets to ensure data consistency.

PROCESS DESCRIPTION: xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 1 arc-second grid that interpolated to fill empty cells. Points extracted every 10 meters along the coastline were also included to ensure that the bathymetric grid reached zero at the coast. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline to remove values over land.

PROCESS DESCRIPTION: xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets. Gridding was performed in quadrants, each with a 5% data buffer. The grids were imported in ArcGIS and seamlessly merged to create the final DEM.

PROCESS DESCRIPTION: The DEM was quantitatively evaluated by converting to UTM-zone coordinates (units of meters horizontally and vertically) and then creating a slope grid to identify gridding artifacts in the DEM.
