Abstract:
The Louisiana State Legislature created CWPPRA in order to conserve, restore, create, and enhance Louisiana's coastal wetlands. The restoration plans developed persuant to these acts specifically require an evaluation of the effectiveness of each coastal wetlands restoration project in achieving long-term solutions to arresting coastal wetland loss. These data sets consist of digital data describing wetland and upland habitats within the various The Coastal Wetlands Planning, Protection and Restoration Act Habitat Data project boundaries for various years according to available funding. The data set includes maps that were digitized at the Mid-Continent Ecological Center from hard copies developed at the U.S. Geological Survey, National Wetlands Research Center. The habitat data were derived from interpretation of color infrared photography flown at various scales depending on project area size: Project areas less than 200 acres are flown at 1:6,000, areas of 200 to 20,000 acres at 1:12,000, and areas greater than 20,000 acres at 1:24,000. Wetlands were classified on the maps using the Cowardin, et al., classification scheme, to the level of salinity modifiers. Uplands were classified using the Anderson, et al., classification scheme. The intended use of this data set is to provide information to aid efforts in the conservation, restoration, creation, and enhancement of Louisiana's coastal wetlands in order to aid in long-term solutions to these problems.

Interpreted photos were quality checked by two photo interpreters for attribute classification. Field verification was performed for areas where attribute classification was questionable; local personnel with state and federal agencies assisted in field identification. The mylar-based maps were quality checked by cartographic personnel for line and labelworks and any problems were corrected. The attribute accuracy is tested manually comparing hard copy plots of the digital data with the source materials. When attributes cannot be visually verified on plots they are interactively queried and verified on screen. In addition, the attributes are compared against a master set of valid attributes. ARC/INFO software is used to create and maintain topological relationships between features. There are no duplicate features, but coincident lines are maintained between data layers when appropriate. Polygonal features begin and end at the same point, contain no overshoots or undershoots, and contain a single label. Linear features are continuous where appropriate, i.e., dangling arcs are removed if they are not required. For cartographic process, accordance with nationally accepted mapping standards and conventions were followed. The horizontal positional accuracy is tested by visual comparison of hard copy check plots to the source materials and verifying the location of the data on-screen relative to other data layers in the same geographic area.
