Abstract:

The National Estuarine Research Reserve (NERR) digital boundaries were created as part of the Protected Areas Geographic Information System (PAGIS) project. An updated digital version of all 23 NERR sites boundaries were critical to the PAGIS project. The digital boundaries were delineated from management and research areas within the 23 Reserves. They were not based on legal definitions. The PAGIS project provided each NERR with a fully integrated geographic information system (GIS), encompassing spatial data and Internet capabilities. One of the essential GIS data layers being compiled for each Reserve was a digital boundary. The Reserve's boundary was delineated based on management and research areas and is not meant to be a legal description of the Reserve. SUPPLEMENTAL INFORMATION: These boundaries are not to be taken as a legal definition of the NERR boundary. They were created based on management and research areas of the Reserves. ATTRIBUTE ACCURACY REPORT: All attributes created during the creation process were verified by displaying the polygons in both the database and the spatial coverage, but no formal tests were performed. LOGICAL CONSISTENCY REPORT: These data are believed to be logically consistent, though no tests were performed. Geometry is topologically clean. COMPLETENESS REPORT: The boundaries of the Reserves are dependent on the shoreline and/or edges of rivers and bays as delineated on a USGS 7.5 minute Topographic Map. The edges or borders of the boundaries might change as the natural land changes or better maps and aerial photography become available. The boundaries were not based on legal parcels or definitions; therefore, the core boundaries are management/research boundaries not legal boundaries. HORIZONTAL POSITIONAL ACCURACY REPORT: These data were created by delineating the boundaries off USGS 7.5 minute Topographic Maps at 1:24000 scale. Therefore, the horizontal accuracy is assumed to be within National Map Accuracy Standards, with a horizontal accuracy of 45.6 feet at the 95% confidence level. VERTICAL POSITIONAL ACCURACY REPORT: These data were delineated off USGS 7.5 minute Topographic Maps at 1:24000 scale. Therefore, the vertical accuracy is assumed to be within National Map Accuracy Standards, with a vertical accuracy of 11.9 feet at the 95% confidence level. PROCESS DESCRIPTION: The original data for the National Estuarine Research Reserves (NERR) boundaries came from many different sources. All the files were converted to ESRI ARC/INFO coverage format for editing purposes. The original digital files were then displayed and printed on USGS 7.5 minute topographic maps for editing. Each boundary map was sent to the Reserves for verification of the boundary. The NERR edited the boundary by drawing on the printed map using their management plan and research areas for reference. The printed map was sent back to the Coastal Services Center and the digital file was edited to reflect the updates. The corrections were made by on-screen digitizing with the USGS topographic map as the backdrop. Some Reserves had current existing digital files of their boundaries, those Reserves sent only the digital file, but the file was still overlaid with the USGS topographic map for verification. Sites that did not have an original digital file drew their boundary on the printed map and that boundary was then digitized (using a digitizing tablet) to create the new boundary. Each arc in the boundary files was coded to reflect the edits made. Each polygon was also attributed to reflect key areas within the Reserve boundary. All individual Reserve boundary polygons were then compiled into one coverage (including attributes) and projected into geographic coordinates.
