The Centre for Environment and Development for the Arab Region
and Europe (CEDARE) was established on the basis of a joint
commitment by the three principal sponsors, namely the
Government of Egypt (GOE), the Arab Fund for Economic and Social
Development (AFESD) and the United Nations Development Programme
(UNDP). The Conference of the Arab Ministers for Environmental
Affairs adopted the 'Damascus Convention on CEDARE' at its 3rd
session, held in Damascus in December 1991. This convention
became the primary legal instrument enabling the creation of the
Centre, based on which an agreement with the Host Government
(GOE) was signed and ratified by the Egyptian Parliament on 21
April 1992.

CEDARE's main mission is : Capacity building of its member
countries, promoting skills in environmental management,
transfer of technologies, environmental education, and
development of environmental policies.
