The Water bird conservation goals depend on how well they measure and evaluate
population change, as a basis for setting policy, identifying management and
research priorities, and evaluating management actions.

The North American Water bird Conservation Plan calls for development of a set
of standardized water bird monitoring methods to be developed for both
population and habitat at multiple geographic and temporal scales.

The Water bird Monitoring Partnerships mission is to develop a continental
network of collaborators who agree to and implement comparable population
monitoring techniques and contribute to a centrally managed water bird
database.
